Employment Status Exempt – Regular Full-Time. Scope Reporting to the General Manager of Finance, the Risk Management Manager works across the organization to assess and identify the potential risks that may hinder the reputation, safety, security, and financial well-being of the City. This position supports the City’s operations by identifying and managing exposures to claims and risks and develops mitigation strategies to reduce or eliminate those exposures. Responsibilities • Provide risk management advice and guidance to departments reviewing procurement documents, proposed contracts and agreements to ensure appropriate indemnification, hold harmless and insurance clauses to minimize or transfer exposures to accidental losses. • Identify and analyze exposures to accidental loss in the City’s operations and develop and implement risk management policies and programs to improve the effectiveness of the City’s risk management program. • Coordinate the procurement of the City’s insurance portfolio including appropriate types of insurance, levels of coverage and self insurance, coverage terms and pricing. • Maintains a schedule of insurable property and their replacement value, advises City’s broker of changes and manage first party property loss claims. • Ensure all required certificates of insurance from contractors, vendors etc. are gathered and in compliance • Prepares and monitors the Risk Management Section Budget; reviews and authorize payment of insurance premiums, claims settlements and fees. • Co-ordinate the selection of the City’s Broker of record and act as a liaison between staff and broker (s) for insurance programs, certificates etc. • Analyze market trends in risk exposure and financing. • Create policies, procedures, and control assessments in response to identified risks. • Provide training and technical support to management and employees regarding risk management strategies and programs. • Provide Enterprise Risk Management expertise to the City. • Provide leadership to the Risk Services team, including both unionized and exempt positions. • Work closely with Legal Services to action complex, technical litigation files • Handle professionally ultra confidential and sensitive information. Qualifications • A degree/diploma in a related field with a preference of up to 10 years of directly related experience. • Certification under Canadian Risk Management (CRM) under the Risk Insurance Management Society and Chartered Insurance Professional (CIP) of the Insurance Institute of Canada. • Experience within the public sector is an asset. • Extensive experience and expertise at a senior level in a large, complex organization. • An equivalent combination of education and experience may be considered.
